Fire Management Assistance Grant Program

Purpose: To provide a course of action for a FMAGP Declaration.

Assumption: FMAGP Declaration process operates on a 24 - hour real - time basis.

Lead Agency: Division of Fire Forestry and State Lands (FFSL), Fire Management.

A. Responsibilities:

  1. Under FMAGP guidance, make the initial phone call to FEMA Region VIII requesting FMAGP Declaration.
  2. Work with DES FMAGP Specialist to gather information and data in support of written FMAGP Declaration.
  3. Provide DES OPS with regular Fire Situation Reports.

Supporting Agency: Division of Emergency Services and Homeland Security (DES).

A. Responsibilities:

  1. Under FMAGP guidance, DES prepares FMAGP Declaration for Governor's signature, then submits FMAGP Declaration to FEMA Region VIII.
  2. Gather and disseminate regular Fire Situation Reports.
Concept of Operations

FFSL will make the initial "verbal" Fire Management Assistance Declaration Request to FEMA.
FFSL will contact DES OPS and advise a verbal declaration has been requested.
DES OPS will contact FEMA with a confirming message or letter of the State's initial verbal request for a FMAGP Declaration.
DES OPS will assign a FMAGP Specialist to assist FFSL in gathering information for the written FMAGP Declaration.
DES OPS will coordinate with the FMAGP Specialist to gather information and data in support of the declaration.
DES OPS and DES Admin., will coordinate preparing the FMAGP Declaration to be submitted to the Governor for signature.
DES Admin. will forward the signed FMAGP Declaration to the FEMA Region VIII Regional Director.
DES OPS and DES Admin., will coordinate with FFSL on recovery and close out of the declared fire.
SOP - FFSL will make the initial "verbal" Fire Management Assistance Declaration Request to FEMA.

  • Have information available to support verbal FMAGP Declaration
  • Call Region VIII to request assistance

SOP - FFSL will contact DES OPS and advise a verbal declaration has been requested.

  • Call DES OPS and advise verbal FMAGP Declaration has been made.
  • FAX, E - mail, and/or call DES OPS with information and data regarding the fire, declaration, and critical POC information.
  • Request DES FMAGP Specialist.

SOP - DES OPS will contact FEMA with a confirming message or letter of the State's initial verbal request for a FMAGP Declaration.

  • DES OPS will advise DES Director, OPS B.C., and Admin. Section Mgr. that a verbal FMAGP Declaration has been requested by FFSL.
  • DES OPS will call FEMA Region VIII confirming a verbal FMAGP Declaration has been requested by FFSL.

SOP - DES OPS will assign a FMAGP Specialist to assist FFSL in gathering information for the written FMAGP Declaration.

  • DES OPS will assign/deploy a FMAGP Specialist.
  • DES OPS will supply FMAGP Specialist with FFSL contact information and OPS check in/reporting timelines.
