Meeting began at 10:00 A.M. Chief Deputy Brent Halladay, State Fire Marshal’s Office, explained that Chair Jim Guynn will not be here today and Vice Chair Brady George is also absent. Acting Chair Gary S. Hodson will be conducting this meeting.
- Item #1 on the agenda was meeting called to order by acting Chair Gary Hodson.
- Item # 2 on the agenda was the review of Minutes of the October 15, 2008 meeting. Acting Chairman Gary Hodson entertained a motion for the approval of the October 15, 2008 minutes. Craig Golden made the motion to approve the minutes as written, and Ryan Eckardt seconded the motion. All Board members voted in favor.
- Item # 3 on the agenda was a presentation and request for approval by Jolene Nuttall, Assistant Director, Utah Fire & Rescue Academy, of the Non-Affiliate programs of Davis Applied Technology Center, West Valley Fire Academy, and Jordan Applied Technology Center. Jolene explained that she was proud to be at this meeting to represent the group that has been working with the Non-Affiliated programs of Davis Applied Technology Center, West Valley Fire Academy, and Jordan Applied Technology Center. Jolene then turned the time over to the lead evaluators of the site team. Steve Lutz, Utah Fire and Rescue Academy, explained that the evaluators met with West Valley Fire Academy program administrator, Lee Monson, several of the instructors and a number of the students. After reviewing the existing documentation of the program, examining the facilities and equipment and evaluating the classes and training procedures it was decided that conditional accreditation should be given to West Valley Fire Academy at this time. This will be carried to full accreditation by July after the clarification of some of the documents is complete. Accredited levels include: Firefighter I, Firefighter II, Haz/Mat Awareness, and Haz/Mat Operations. Discussion was held. Acting Chair Gary Hodson asked for a motion to accept the Conditional Accreditation of the West Valley Fire Academy to include full accreditation after a final documentation review. Ray Stokes made the motion and Jason Earl seconded the motion. All voted in favor. Steve explained that the same process was used to evaluate the Sandy Campus of the Jordan Applied Technology Center. Upon completion of the evaluation it was decided that conditional accreditation should be given to Jordan Applied Technology Center at this time. This will be carried to full accreditation after some documentation clarification and some more classrooms are provided by July. Accredited levels include: Figherfighter I and Haz/Mat Awareness. Discussion was held. Gary Hodson asked for a motion to accept the conditional accreditation of the Jordan Applied Technology to include full accreditation after a final review in July. Craig Golden made the motion and Ryan Eckardt seconded the motion. All voted in favor. Ray Stokes, Vice Chairman, Utah Certification Council, explained that the site team has inspected the Davis Applied Technology Center to determine compliance with the requirements for accreditation for a non-affiliate firefighter training program. Policies and procedures, equipment, and other applicable aspects were inspected and/or reviewed. Students and instructors were also interviewed to determine current conditions and applicability of instruction. It is the recommendation of the site team that full accreditation be given to the Davis Applied Technology Center for Fire Service Training Organization at this time. Accredited levels include: Haz/Mat Awareness, Haz/Mat Operations, Wildland Firefighter I, Firefighter I, and Firefighter II. Discussion was held. Jolene Nuttall explained that all of the documents pertaining to this program are on line and everyone on this council should review them. Discussion was held. Gary Hodson asked for a motion to accept full accreditation of the Davis Applied Technology Center. Tracy Dunford made the motion and Mike Riley seconded the motion. All voted in favor. Discussion was held and photos were taken by Jolene Nuttall. Congratulations and a vote of thanks was given to Jolene and the site teams for their efforts in the success of this program.
- Item # 4 on the agenda was an explanation on the passage of Senate Bill 211 and it’s impact on the council and the Fire Prevention Board. Brent explained that at the last legislative session Senate Bill 211 was passed. This means that now the final say in the adoption of the Fire Code and all other building codes in the State of Utah will be by the State Legislature instead of the Fire Prevention Board. The Fire Prevention Board will make recommendations to the legislature. Details of this Bill will be worked out with Lana Taylor, Assistant Attorney General. This Bill went into effect on May 12, 2009.
- Item # 5 on the agenda was Old Business. Chief Deputy Brent Halladay explained that Chairman Jim Guynn has asked to be replaced as a member of this body. At the next meeting we will elect a new chair. Discussion was held. Brent thanked the members for attending this meeting and explained that State Fire Marshal Ron Morris would have been here, but he had a previous commitment.
- Ray Stokes gave a review of the Utah Certification Council. Ray explained that the Firefighter I and Firefighter II standard is almost ready to go. Haz/Mat Operations have added some weapons of mass destruction modules and they will be ready to go soon. Ray has some concerns with Haz/Mat training in the State now. It is important that all of the training be taught out of the same text book and the testing should be correlated with the training book. Much discussion was held. Brent explained that in the next six months these problems should be worked out.
- Item #6 on the agenda was New Business. There was no new business.
- Item #7 on the agenda was next Standards & Training Council Meeting. Chief Deputy Brent Halladay stated that the next Standards & Training Council Meeting will be held when needed.
