Meeting began at 10:00 A.M. with Council Chairman Jim Guynn conducting.

Item #1 on the agenda was meeting called to order by Council Chairman Jim Guynn. Jim welcomed everyone to the meeting.

Item #2 on the agenda was the election of the new Chair and Vice Chair. Chairman Jim Guynn suggested that the Council discuss item #4, review Council membership and any new members to be presented to the Fire Prevention Board, before continuing with the election of the new Chair and Vice Chair.

Item #3 on the agenda was a presentation to the Council by Brent Halladay of the Utah Fire & Rescue Academy RCA meeting and the concerns expressed by the participating departments. There were ten items of concern. Brent Halladay asked Chairman Jim Guynn to conduct discussion on this matter, as Brent was not at the meeting. Steve Lutz, Utah Fire & Rescue Academy, distributed a document to the Council members that outlines concerns that were voiced at the meeting held at the Utah Fire & Rescue Academy on January 30th. Representatives from MATC, BATC, DATC, West Valley FD, Layton FD, UVSC, The Utah Fire Service Standards & Training Council and the State Fire Marshal were in attendance. Steve explained that at this meeting there were concerns with EMT being a prerequisite requirement to RCA. It is thought to be unreasonable, especially in areas where RCA and EMT courses are not taught every semester. Chairman Jim Guynn feels that it is not the EMT requirement that is the problem. It is the availability and cost of the training. Discussion was held on this matter to include much input from all present. Steve Lutz explained that an option to remedy this problem would be to require EMT before the RCA Certificate is issued rather than prerequisite to RCA. Jolene Nuttall, UFRA, reported that certifications are good for three years. If a student has the EMT prior to getting their certifications they have three years to look for employment. Otherwise, they will utilize some of the three years getting the EMT which then shortens their time span to look for work. Hugh Connor feels that the main objective for this Council is to standardize non affiliated training in the State of Utah. Chairman Jim Guynn feels that if the non affiliated training providers want to produce a product that is acceptable under the RCA standard they should have the opportunity to do so. Chairman Jim Guynn asked if we need to develop by rule the guidelines for an RCA Certificate. Chief Deputy Brent Halladay explained that a simple rule change may help to clarify this issue. Much discussion was held on all of the other issues of concern to include the ATC’s not having the Intro Class FSF 1000 to offer as a prerequisite. An option would be the UVSC offering this class on-line. Chairman Jim Guynn feels that FSF 1000 should not be a requirement, more discussion will be held on this issue at the next meeting. Items in this document will need more clarification and preparation for presentation to the Fire Prevention Board.

Item #4 on the agenda was a review of the Council membership and any new members to be presented to the Fire Prevention Board. Chief Deputy Brent Halladay, State Fire Marshal’s Office, read through the Utah Fire Service Standards and Training Council roster and explained that Chief Eddie Campbell has retired from the Hurricane Valley Fire Department and will no longer be on this Council and will need to be replaced. Discussion was held on the matter of attendance to the Utah Fire Service Standards and Training Council meetings by some of the members. It was decided that Stephen Higgs, Midvale Fire Department, Kevin Kemp, Orem Fire Department, and Vice Chair Brady George, Salt Lake City Fire Department, will be contacted to see if they are still interested in participating on this Council. Chairman Jim Guynn asked the members to participate in an informal discussion to see who is interested in the positions of Chair and Vice Chair and explained that he would be interested in the Chair position for one more year. However, this would depend on the intentions of Vice Chair Brady George, as the Vice Chair usually moves to the Chair position. Chairman Jim Guynn asked for a motion to table Item #2, election of a new Chair and Vice Chair, and Item #4, review Council membership and any new members to be presented to the Fire Prevention Board, until the next meeting. Michael Riley made the motion and Gary Hodson seconded it. All members voted in favor.

Item #5 on the agenda was Old Business. There was no Old Business.

Item #6 on the agenda was New Business. There was no New Business.

Item # 7 on the agenda was next Standards & Training Council Meeting. It was decided that the next meeting will be held on April 22, 2008 at 9:00 A.M. at the Orem Public Safety Building, 95 East Center Street, Orem, Utah.
