Daily Utah Flooding Situation Report April 18

Significant State Activity


Active Active Areas of Flooding Concern – (Region 6) Bear Fire burn scar, Trail Mountain burn scar, Scofield Reservoir, Clear Creek, (Region 7) Pack Creek, Mill Creek, Spanish Valley, Bluff, Dolores River, (Region 2) Emigration Creek near Salt Lake City’s East Bench, Spanish Fork Canyon, between 1500 E. and 1700 E. in Salt Lake City, the Town of Alta, Big Cottonwood Creek, Little Cottonwood Creek, and Parleys Canyon burn scar.


Other Immediate Concerns


Update High confidence exists that Emigration Creek will crest Minor Flood stage for a period of time tonight. Greater uncertainty exists for the Wednesday morning period as rain-on-snow could enhance the low elevation

Active Current flood risk is spring runoff, increasing streamflows, and snowmelt.


Current State (SERT) Actions


● New Utah Transit Authority (UTA) has taken actions to protect UTA infrastructure from potential runoff including detour planning, sandbag staging, and vulnerability evaluations. [UTA]
● Active 7 camera locations have been identified in coordination with USGS and will be deployed within the next week. An additional 8 cameras will be reviewed in the next week for deployment. [WebEOC]


Regional Updates

Region 1
Morgan County

Update The landslide that occurred in Mountain Green is on private property so the homeowner has hired a contractor and engineer to mitigate. [LNO Correspondence]
Region 2
Salt Lake County

New Emigration Creek in the Wasatch Hollow Preserve endured a blockage that caused the creek to flow over into the street. Mitigation measures were put in place to contain the stream and then redirect the water back into the stream past the blocked area. The mitigation measures were located at 17th South and 17th East. Salt Lake City, Salt Lake County Flood Control contracted resources have cleared the blockage and continue on-going debris removal activities. [SLCo]
New Flood Control Crews and contractors hired by SLCo Flood Control are removing debris from the waterways in preparation for the spring run-off. Primary focus areas for debris removal efforts for Emigration Canyon are Rotary Glen Park with equipment staged at Wilson Ave. Flood Control contractors continue debris removal efforts at Big Willow Creek, Midas Creek, Corner Canyon Creek, and Parleys Creek. SLCo Flood Control is in coordination with SLC to stage equipment at Memory Grove. [SLCo]
New On 4/16/23, a wet slide brought down debris in the down hill lane near Laurel Pines (MP 9.8) on SR-190. UDOT responded on scene to clear the debris. [UDOT Cottonwood Canyons]
Active Millcreek declared a local emergency related to flooding, expiring on 5/13/23.
Active Emigration Canyon declared a local emergency related to flooding, expiring on 5/12/23.
Active Salt Lake County declared a local emergency related to flooding, expiring on 5/13/23.
Active Salt Lake City declared a local emergency relating to flooding, expiring on 5/12/23.
Region 3
Juab County

New Juab County declared a local emergency related to flooding, expiring 5/17/23.
Millard County
Active Millard County has declared a local emergency for upcoming flooding, expiring on 4/27/23.
Region 4
Washington County
New On 4/16/23, 2 swift river rescues occurred on the Virgin River. They were the result of outdoor recreational activities. All parties were rescued safely. [LNO Correspondence]
Region 5
● No significant updates to report at this time.
Region 6/7
Emery County
New Water managers are releasing water from the reservoirs to prepare for potential flooding. The Green River is running very high, but not flood levels at this point. Sandbagging efforts continue. [LNO Correspondence]
Grand County
New The county had their flood emergency action plan (EAP) exercise last week and are now refining their process in response to flooding. No concerns at this time. [LNO Correspondence]
Tribal Nations
● No significant updates to report at this time.
